        @UiThread() final Boolean start(Byte timeOutScenario, Long delayInMillis)

        Calling start will start counting till given timeout occurs. At given any instance there can be only one single timeOut handled. If there was any previous scheduled timeOut it will be canceled first then new one will be scheduled.

        Parameters:
        timeOutScenario - the timeout scenario to start
        delayInMillis - the timeout value
        Returns:

        true if successfully scheduled, otherwise false

        Calling cancel will cancel all scheduled timeOuts.
