    Factory function for creating appropriate ad unit timeout managers.
    This function creates either a PreloadAdUnitTimeoutManager or a LoadAdUnitTimeoutManager based on whether the ad unit is being preloaded or loaded on-demand.
    
    Parameters:
    
    isPreload - Whether the ad unit is being preloaded (true) or loaded on-demand (false).
    
    adManagerComponent - The AdManagerComponent providing access to context and configuration.
    
    stateMachine - The AUMStateMachine to notify in case of timeouts.
    
    Returns:
