public class SdkPreInitConfigStore

    Process-start readable snapshot for pre-init decisions.

    The provider cannot start ConfigComponent, so values required before publisher init are copied from the last successful root-config update into this KV store. The provider reads only this store to decide whether pre-init is enabled and InitTelemetryHelper reads the same snapshot for its lightweight telemetry URL/retry/timeout settings.
