InitTelemetry 11.5.0 API

Config for init telemetry events emitted before TelemetryComponent is available.
These values are copied into the pre-init KV snapshot and consumed by InitTelemetryHelper. The helper intentionally avoids normal telemetry batching, sampling checks, and component startup because startup failures must be observable even when publisher init never succeeds.
