This remains under root config because the provider must decide on the next process start without starting component-specific config fetches. The latest value is persisted into the pre-init KV snapshot after normal config updates.

TelemetryComponentis available.These values are copied into the pre-init KV snapshot and consumed by
InitTelemetryHelper. The helper intentionally avoids normal telemetry batching, sampling checks, and component startup because startup failures must be observable even when publisher init never succeeds.
