A PingResolutionStrategy that defers the resolution of pings. This strategy is typically used for normal-priority pings.
Its primary responsibility is to add the incoming ping to the data store (DAO). The actual sending of the ping is handled by a separate mechanism, managed by the NormalPriorityExecutor.
