public class SynapseBatchedSignalNotifier

    Lightweight facade for batched collectors to notify Synapse that pending data has changed.

    Callers (batched collectors or their event producers) invoke notifyDataChanged after accepting new signal data. Synapse evaluates batch-size eligibility asynchronously and never blocks the caller (NFR-1).

    The target is SynapseManager by default and can be overridden in tests.
